Accord People are recruiting for a QHSE Manager for one of their subsea clients based in Aberdeen on a full-time basis. We are looking for candidates with a strong background in Quality and previous subsea experience.
The Role
The Corporate QHSE Manager will be responsible for developing, implementing and administering an integrated Quality, Health, Safety and Environmental Management System suitable for offshore marine and subsea construction operations. The role provides strategic leadership to embed a strong safety, quality and environmental culture across onshore teams, projects and offshore operations, while enabling the business to evolve into full EPCI delivery.
You will work closely with engineering, projects, vessel management partners, clients and senior leadership to ensure compliance with international standards and offshore industry expectations.
Key Responsibilities
Quality Management
- Design, implement and maintain a Quality Management System aligned with ISO 9001 and client requirements.
- Lead internal and external audits and manage corrective and preventive actions.
- Establish quality KPIs and drive continuous improvement initiatives.
- Ensure quality requirements are embedded across engineering, projects, vessel operations and offshore execution.
Health & Safety
- Ensure compliance with global offshore HSE standards and statutory regulations.
- Develop and deploy HSE procedures and training for onshore and offshore personnel.
- Lead risk assessments, HAZIDs, incident investigations and root cause analysis.
- Champion a proactive and engaging safety culture at all levels.
Environmental Management
- Align with vessel management partners’ systems and enhance environmental controls.
- Maintain systems in line with ISO 14001, MARPOL and regulatory requirements.
- Oversee waste management, emissions, spill prevention and environmental reporting.
Leadership & Interface Management
- Lead the QHSE function across office, projects and vessels.
- Act as the primary interface with clients, regulators, vessel owners and classification bodies.
- Support commercial and tendering activities with compliant management system material.
- Present performance reports to senior leadership and clients.
Bridging & Assurance
- Develop comprehensive QHSE bridging documentation with vessel management companies and subcontractors.
- Align operational controls, permit-to-work systems, emergency response and SIMOPs.
- Review vessel documentation, certifications, crew competence and safety systems.
- Maintain and update bridging documents throughout charter and project lifecycles.
Continuous Improvement
- Drive structured improvement and risk reduction programmes.
- Lead operational readiness reviews, vessel mobilisation assurance and performance enhancement.
- Apply Lean, Kaizen, Six Sigma and risk-based thinking where appropriate.
Technical Exposure
The role requires strong offshore operational awareness, ideally across:
- ROV vessel operations and LARS systems.
- Flexible pipe and umbilical lay vessels (reel-lay, J-lay, VLS, tensioners, carousels).
- Saturation and air diving operations (IMCA / ADCI).
- SURF installation and subsea construction campaigns.
Requirements
- Bachelor’s degree in Engineering, HSE, Environmental Science, Quality or similar.
- 7–10+ years’ QHSE experience within offshore marine and subsea construction.
- Strong knowledge of ISM Code, IMCA guidance, IMO regulations, API/DNV standards and ISO 9001/14001/45001.
- NEBOSH, Lead Auditor or equivalent certifications highly desirable.
- Proven ability to build management systems from scratch.
- Confident communicator with strong leadership and influencing skills.
- Self-motivated, independent and comfortable operating in a greenfield environment.
